Who Can Apply: Educational Qualification

The Real Gatekeeper: Scouts & Guides Qualification

This is where this recruitment stops looking like a regular government job notice and starts looking like a credentials check for serious Scouts & Guides members. None of the academic qualifications above matter if you don’t clear this section first.

You need to hold the rank of President Scout, President Guide, Rover, or Ranger, or alternatively hold a Himalayan Wood Badge (HWB) in any section. On top of that rank, NFR wants proof that you’ve been an active member of a Scouts organization for the last five years, counted from 01-04-2019 onwards, and this has to be backed by a “Certificate of Activeness” in the original Annexure-C format. You’ll also need to show participation in two events at the National or All India Railways level, plus two events at the State level.

The notification spells this out further: your activeness record needs to cover the years 2019-20, 2022-23, 2023-24, 2024-25, and 2025-26, and you need to still be active in the movement right up to the present. If your involvement tapered off a few years back, it’s worth being honest with yourself about whether you’ll actually meet this bar before you spend money and time on the application.

Can You Apply for Both Levels?

Yes, and this is genuinely good news if you qualify for both.
